{"id":104,"date":"2026-05-15T19:35:59","date_gmt":"2026-05-15T19:35:59","guid":{"rendered":"https:\/\/movingtoalaskausa.com\/?p=104"},"modified":"2026-05-15T19:35:59","modified_gmt":"2026-05-15T19:35:59","slug":"alaska-development-agency-approves-190-million-budget-for-arctic-refuge-oil-exploration-leasing","status":"publish","type":"post","link":"https:\/\/movingtoalaskausa.com\/?p=104","title":{"rendered":"Alaska development agency approves $190 million budget for Arctic refuge oil exploration, leasing"},"content":{"rendered":"<div>\n<p>The board of Alaska\u2019s economic development agency on Wednesday approved spending up to $190 million to advance contentious plans for oil exploration and leasing in the Arctic National Wildlife Refuge.<\/p>\n<p>Read more <a href=\"https:\/\/movingtoalaskausa.com\/?p=102\">Shifting attitudes on menopause drive lawmakers to push for new protections<\/a><\/p>\n<p>The budget, proposed by staff, includes up to $175 million for a type of preliminary exploration called seismic testing, which employs sound waves to identify oil and gas deposits deep underground.<\/p>\n<p>Board members also authorized the agency to spend up to $15 million to bid on new areas of the refuge\u2019s coastal plain \u2014\u00a0a swath of tundra along its northern edge \u2014 in an ongoing federal lease sale.<\/p>\n<p>The board of the Alaska Industrial Development and Export Authority, or AIDEA, voted 6-1 in favor of the proposal, marking a step toward development in the refuge.<\/p>\n<p>\u201cWe have studied this for a long time, and the time for studying is over,\u201d said board member Albert Fogle. \u201cIt\u2019s time for development.\u201d<\/p>\n<p>Board member Andrew Guy, president of the Indigenous-owned Calista Corp. in Western Alaska, was the sole vote against the proposal, citing a lack of detail.<\/p>\n<p>Currently no oil is produced in the refuge, a South Carolina-sized federal wildlife area in Alaska\u2019s northeastern corner.<\/p>\n<p>Opening it to drilling has long been a goal of Alaska politicians and local I\u00f1upiaq leaders, including in the only village located within the refuge, Kaktovik.    <\/p>\n<p>\u201cDevelopment is not theoretical for Kaktovik. It\u2019s a pathway to self-determination and local jobs, and long-term stability,\u201d Charles Lampe, chief executive of Kaktovik I\u00f1upiat Corporation, said in a presentation at Wednesday\u2019s meeting.<\/p>\n<p>But proposed oil development also has generated intense opposition from conservation groups and Gwich\u2019in leaders in the state\u2019s Interior, who say that drilling would threaten wildlife and the refuge\u2019s wilderness character.<\/p>\n<p>The Trump administration held the first ever lease sale in the refuge in 2021, garnering minimal interest from oil companies. Results will be announced June 5.<\/p>\n<p>Prior to Wednesday\u2019s decision, AIDEA had been studying existing data on the area\u2019s geology, according to the authority\u2019s director, Randy Ruaro.<\/p>\n<p>It commissioned a <u>report<\/u> last year that noted significant new oil and gas discoveries on state lands nearby and described the coastal plain as the \u201cmost prospective\u201d unexplored area onshore in North America.<\/p>\n<p>But critics, including several who testified at Wednesday\u2019s meeting, question whether officials should spend public funds on new leases and exploration \u2014 which comes with no guarantee of future profits or finding economic deposits of oil.<\/p>\n<p>\u201cWe should be looking at other more sustainable, renewable ways to invest our money,\u201d said Tonya Garnett, who is Gwich\u2019in from Arctic Village, a community near the southern edge of the refuge. \u201cThis is not a smart decision to go in there and ruin an ecosystem that provides resources for thousands of years.\u201d<\/p>\n<p>The resolution that passed Wednesday authorizes AIDEA to spend money on \u201cpermitting and regulatory work\u201d and \u201cthe acquisition, processing and interpretation\u201d of advanced seismic data. It does not authorize \u201cdrilling or well execution\u201d \u2014\u00a0though one board member, at the meeting, urged AIDEA\u2019s staff to start looking for a drilling rig.<\/p>\n<p>Fogle said he expects AIDEA staff to put together \u201ca more detailed plan\u201d for its exploration program by the agency\u2019s next board meeting, in June.<\/p>\n<p>\u201cI want to see that in a relatively short amount of time,\u201d he said. \u201cWe have wasted two years of not moving quick enough.\u201d<\/p>\n<p><i><span>Northern Journal contributor Max Graham can be reached at [email\u00a0protected].
